传染病危害及预防司司长布里安德表示：

新型冠状病毒感染的肺炎

目前并非全球性流行病（pandemic）。

并指出：

中国政府已经采取了强有力的措施

阻断病毒蔓延。

这既是对中国控制疫情工作的再次肯定

也与世卫组织在1月30日所定基调一致

当时，总干事谭德塞宣布：

中国武汉新型冠状病毒肺炎构成

国际关注的突发公共卫生事件。

但同时也强调：

　　Our greatest concern is the potential for the virus to spread to countries with weaker health systems, and which are ill-prepared to deal with it. Let me be clear: this declaration is not a vote of no confidence in China. On the contrary, WHO continues to have confidence in Chinas capacity to control the outbreak.

做出这一决定，

是考虑到疫情可能

对公共卫生体系较弱国家产生影响，

WHO并不是对中国投不信任票

相反，对中国控制疫情的能力仍然充满信心。

　　There is no reason for measures that unnecessarily interfere with international travel and trade. WHO doesnt recommend limiting trade and movement. We call on all countries to implement decisions that are evidence-based and consistent.

同时，也不建议

并敦促各国在做决策时，
